Even more troubling was "DeepWorld23's" admission: the deepfake was crafted using a program hosted on GitHub, a platform primarily used by developers to share code. This program wasn't a rogue, one-time resource—it had been "starred" (or bookmarked) by over 46,000 users before GitHub took it down earlier that year. Yet, within months, the tool resurfaced in an archived format, entirely accessible to those who knew where to look.
GitHub's Incomplete Response
In June 2024, GitHub implemented a policy prohibiting projects designed to create synthetic or manipulated content, particularly that which facilitates intimate image abuse or spreads disinformation. Since then, the site has deactivated multiple repositories linked to nonconsensual explicit images. But as the resurfacing of this archived code demonstrates, these efforts remain partially effective at best.
An investigation by WIRED uncovered more than a dozen repositories on GitHub that are directly associated with deepfake porn. Many were flagged but lingered undetected, labeled with euphemistic descriptors like "NSFW" or claims to be “unlocked” versions of previously removed tools. GitHub answered by disabling three of these repositories in December 2024. However, their existence highlights distinct loopholes within GitHub’s review and enforcement process. Some projects even appear to mimic the names of banned repositories, an open challenge to the platform's ability to act decisively.

Elsewhere, stronger measures are taking shape. The United Kingdom is poised to criminalize both the creation and distribution of nonconsensual sexually explicit deepfakes. This step may serve as a blueprint for tightening accountability in digital spaces. However, global disparities in how these laws are applied—and the anonymity afforded by the internet—mean enforcement remains a massive challenge.
A Shared Responsibility
Curbing deepfake pornography requires more than policy tinkering and new laws. Technology companies, developers, and platform operators hold immense sway over how such resources are shared or suppressed. By refining moderation tools, engaging in proactive repository auditing, and employing AI systems to flag harmful content, platforms like GitHub can play a larger role in dismantling accessibility.
Developers and contributors to open-source repositories must also consider the ethics of their work. While great innovations have emerged from the open-source movement, the line between creativity and complicity in harm must be vigilantly observed.
Finally, governments need to develop more cohesive, universal frameworks addressing deepfake-related abuse. Without international consensus on what constitutes illegal or harmful use of deepfake technology, enforcement can often feel like a futile effort to plug leaks in a sinking ship.
